Hawks shrugs a shoulder, which is a bit exaggerated, considering his wings. He's used to the mentality. He's not always sure he disagrees; after all, the heroes kind of do that, don't they, take things into their own hands? Is he all that different? He's not sure yet. Ace doesn't immediately strike him as a bad person, but he's only known this man for like 3 minutes. He could be wrong. He knows very well that people aren't necessarily what they seem.
